Isiolo, 23rd June 2015, The National Cohesion and Integration Commission (NCIC) and the Joint Parliamentary Committee on Cohesion and Equal Opportunity will table in parliament the names of all the politicians sponsoring conflict in different parts of the country. Speaking during the peace meeting held at Rangeland Hotel to reconcile members of Samburu and Turkana communities in Isiolo County, the Commission condemned the politicians sponsoring armed violence and promoting hatred between various ethnic groups in the pastorolists areas.

The Commission promised to publicly reveal the names of the politicians behind ethnic killings after thorough investigations conducted jointly with the security agencies. The Commission will also compile and table in parliament names of security personnel culpable of non-responsiveness and dereliction of duty.

“The country is collapsing from the seams. We cannot continue to be captives of politicians and war lords perpetrating robbery with violence in the name of cattle rustling,” said the NCIC Chairman, Francis Ole Kaparo. “What law says politicians should not be charged in a court of law for leading armies and militias subverting the law? And why should police officers who are sleeping on the job continue to earn from the public coffers?”

The Commission emphasized that it is impossible to achieve cohesion and integration in a state of lawlessness and insecurity. “Unless runaway insecurity and terrorism is tackled as matter of urgency, we will not achieve sustainable peace. Security agencies must resume their authority and bear their teeth to salvage the country from the throes of insecurity,” said Linda Ochiel, a Commissioner with the NCIC.

Inequitable distribution of County resources, competition of scarce resources, cattle rustling and incitement by the politicians have been cited as the underlying causes of conflicts. The Commission is working with Council of Elders, Religious leaders, civil society organizations security agencies to mediate a series of ethnic, clan and religious conflicts in at least 15 counties in the country.

The most affected regions is Rift Valley where six counties including Baringo, Samburu, Turkana, West Pokot, Laikipai, Narok and Tranzoia Counties. Northern region counties are Wajir, Garissa and Mandera County. Upper Eastern regions counties are Marsabit, and Isiolo Counties.

The Commission is also working using “soft” approaches to contain violent extremism and radicalization in Kwale, Tana River, Kilifi, Lamu and Mombasa Counties.

Leaders from the affected Samburu and Turkana Communities urged the government disarm the pastoral communities uncomfortable with the recent proposal for registration of illegal guns.

“Why should illegal guns from the pastoral areas be the only ones being registered? Does this mean all the illegal arms in Nairobi and the rest of the Country will also be registered? Why this discrimination, does this mean the government is unable to contain insecurity?” said an Member of County Assembly, Isiolo County.

The Commission recently concluded a mediation process that produced Ceasefire and Peace Agreement between the Turkana and Samburus in Samburu County. The Commission also successfully mediated ethnic conflicts between Muslisms and Christians in Lamu County, Boran, Gabra and Burjis in Marsabit County, Pokot and Turkana in Baringo and Turkana Counties, Nandi and Kabras in Kakamega County, Luos and Kipsigis in Kericho County, and the Garre and Degodia in Mandera County.

The meeting was attended by the Governor Isiolo County H.E. Godana Doyo, Deputy Governor Hon. Mohamed Guleid, Hon. Joseph Samal (MP Isiolo North), Ms. Tiyah Galgalo (County MP Isiolo) and Member of County Assemblies of Oldonyiro and Ngaremara Hon. David Lentimale and Hon. Peter Losu whose Wards are the epicentres of violence. The National Government officers led by the County Commissioner Mr. Wanyama Musiambo were also in attendance.
