The Department is the administrative arm of NCIC. It provides administrative coordination in the prudent management of finance, human resource, procurement and physical assets of the organization. The Department is composed of the following sections/unit:-

  1. Finance and Accounts
  2. Human Resource and Administration
  3. Procurement - We follow the provisions of the Public Procurement Act in all our procurements
  4. Information Communication Technology
  5. Internal Audit Functions

Specific duties and responsibilities of the Department include:

  • Providing logistics support to the program Divisions and units;
  • Facilitating results based planning and performance measurement;
  • Coordinating preparation of the Commission’s budget;
  • Overseeing finance management, administration support and logistics, human resource management, accounting and procurement services at the Commission; and
  • Reviewing the Budget implementation to ensure it is in line with the budgeted activities.

Networks And Partnerships

The NCIC has a nationwide mandate of eliminating all forms of discrimination on the basis of ethnicity or race, and promoting tolerance and understanding of diversity. However, the Commission cannot undertake this mandate alone without the involvement and support of other stakeholders and partners. Currently, there are many institutions both in the public and private sectors that are involved in peace building and conflict management. The Commission considers partnerships between itself and such institutions mutually reinforcing.

The Networks and Partnerships functional area plays a critical role in the creation of networks and partnerships with national and county stakeholders to facilitate the achievement of the objectives of the commission. The Networks and Partnerships liaise with Government Departments and Agencies; and the private sector in mainstreaming national cohesion and integration, among other functions.

The Civic Education and Advocacy Department spearheads formulation, coordination and implementation of educational, training and capacity building programs aimed at promoting good relations, harmony and peaceful co-existence between persons of the different ethnic and racial communities of Kenya.

The core functions of the Civic Education and Advocacy Department (CEAD) include:

  • Formulation and development of responsive public awareness strategies and programs Implementation of programs and activities that create public awareness, support and advancement of national cohesion and integration in liaison with other stakeholders;
  • Development and dissemination of Information, Education and Communication programs for the promotion of national cohesion and integration;
  • Coordinating the development and implementation of relevant policies and programs for the achievement of national cohesion and integration;
  • Liaising with Government Departments and Agencies and the private sector in mainstreaming national cohesion and integration;
  • Creation of networks and partnerships with national and county stakeholders to facilitate the achievement of the objectives of the Commission;
  • Coordinating with National and County Governments to promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of the different ethnic and racial.

Communication and Media Relations Programme

The Communication and Media Relations functional area is the bedrock in the dissemination of the object and purpose for the formation of the National Cohesion and Integration Commission as espoused in Sections 25 of the NCI Act, 2008. It provides the link between the Commission and the public through the media. This functional area plays an instrumental role in the development of Information Education and Communication (IEC) materials and programmes, and encouraging responsible media coverage for achievement of national cohesion. The Communication and Media Relations is responsible for the preparation of departmental briefs, speeches, memoranda, and advertisements as well as lobbying for media support in the promotion of national cohesion.

The Communication and Media Relations functional area is responsible for the following functions:

  1. Information Role: Use communication to effectively share relevant information with the citizenry and specific stakeholders;
  2. Persuasive Role: Use communication to influence the formation of positive attitudes that support national cohesion and integration;
  3. Educational Role: Use communication to socialize Kenyans to develop habits and practices that support national cohesion and integration; and
  4. Connection Role: Use communication to link Kenyans from different communities with one another to reduce cultural and ethnic suspicions and hatred that undermine the spirit of national cohesion and integration.
